Lake City and Hinsdale County Comprehensive Plan Project Page

 

Introduction

In late December 2004, the Lake City Council and Hinsdale County Commissioners selected Four Corners Planning to complete the first joint comprehensive plan (community plan) for Lake City and Hinsdale County. The project, which began in February 2005 and is expected to take about 10 months to complete, will result in a joint plan that will provides sound demographic and land use pattern guidance for local infrastructure planning and land use decisions for the next 20 years.

Hinsdale County Land Development Code

      The Land Development Code is designed to implement the Comprehensive plan with updated zoning standards and subdivision regulations, consistent with the best modern planning practices.  Click here to down the final draft of the Land Development Code, which includes all initial comments (and edits) made (requested) by the Hinsdale County Planning Commission and Board of County Commissioners.

Planning Process

The planning process began early in 2005 with a sharing of ideas about what the community is and what it can become.  First, we created a vision for the community (city and county).  From that shared view of what the community should be like, goals, objectives and policies were recorded as means to achieve the Community Vision. Existing conditions are now being evaluated to determine where we are today, and what it will take to get the community where we want it to be.  Several possible scenarios will be created and presented to citizens to evaluate, with the aim of incorporating the most preferred features into a future land use plan for the community.

Initial Stakeholder Interviews

Stakeholder interviews were conducted January 25-26, 2005, in order to provide a preview of issues to be addressed in the Lake City/ Hinsdale County Community Plan. Comments received may be downloaded by clicking here Stakeholder Interview Comments.

 

First Community Visioning Workshop

The first public workshop, the Community Visioning Workshop, occurred on February 10, 2005, 6:30 to 8:30PM, at the High School. Handouts for this workshop included stakeholder interview comments, above, as well as the following:

Second Public Workshop

The second public workshop occurred on March 14, 2005, 12 Noon, in the Coursey Annex meeting room. At this meeting, the Consultant worked with citizens to further develop the goals statements by engaging citizens and the Steering Committee (Town and County Planning Commission Members) in a discussion of key considerations with respect to the Plan Elements:  Economic Development, Historic Preservation and Community Character; Sense of Community;  Environmental Protection; Open Space, Parks, Recreation; Public Facilities and Services; Public Lands Management; Residential Neighborhoods and Affordable Housing; and Land Use and Development.

The third public workshop occurred on May 9, 2005, 10AM to 12 Noon, in the Coursey Annex Meeting Room. At this meeting, the Steering Committee and citizens discussed Future Land Use and Development Issues.

Community Plan Vision Statement

We envision the preservation and enhancement of the historic, Lake City/ Hinsdale mountain community, a place where local officials and citizens work together to protect community character, quality of life and the environment, and to develop a year-round economy, consistent with community values and interests.

 

Future Land Use Alternatives Workshop

The Future Land Use Alternatives Workshop occurred on July 12, 2005 – that date was selected in order to provide the greatest opportunity for broad public input.  Several Possible Future Land Use Alternatives were presented to the public for review and comment. Alternatives presented include the following:

 

Alternative 1:  Business As Usual                          

(Routine approval one acre lots throughout the Lake Fork River Corridor)

¨¨¨

Alternative 2 :  Infill Development          

 (Encourage use of  previously subdivided lots, instead of more subdivisions)

                                                            ¨¨¨

Alternative 3 :  Clustered Development

(Promote clustering of lots in new subdivisions to preserve scenic quality,  the environment, rural character and open spaces)

Frequently Asked Questions

Comprehensive plans do not typically promote growth and change, rather they most often serve as a guide to managing growth, should it occur. In fact, most communities choose to use their comprehensive plans to promote retention of the status quo. Throughout the Lake City/ Hinsdale County Community Planning Project, the planner will be asking citizens and property owners questions, writing down the answers, and drafting documents that articulate the consensus reached regarding desired future conditions in text and graphic form.
